I believe they have the financial leverage but were maybe lacking the technical expertise that Kevin and team (and other MOU partners) brings to the table regarding production and recoveries.
Ormonde had struggled to obtain the recoveries needed to make it work (same story in UK Tungsten West), hence how Oaktree ended up with 100%. The current production levels are up on where they were, and further improvement is expected with the introduction of the Ore Sorter and systems improvements.
