A few things:
..This is essentially a Covid update/downgrade disguised as a "good" story
..Some of this capital has always been required to fund the deep working capital requirements
..I suspect there has been some pushback, in the form of extending payment terms, from "customers" (governments) who are funding their Covid crises
..I further suspect that the relevant institutions would have not paid more than $4.75 in the current environment
So it had to be done now!
