Sorry @trimilleniad but you may not want to read the below given the above statement you made

NPV should be referenced to todays date agreed. But FAR chose to use the reference date as 2023. I am assume this is because it looks better undiscounted back to today and the upside is some less intelligent people wont pick up the subtle difference. Please see the reference date below. I will give you the benefit of the doubt that you did not read the material rather than you do not know what you are talking about and then await your response and apology:
