In my opinion, this project is rather a geopolitical game. Don't think Russia China and Mongolia are all aligned. Russia and China has been pushing Mongolia to be part of the Shanghai Cooperation Organization for decades. Due to third neighborhood policy Mongolia is not in rush to join the organization. Current president is a fan of Russia and China and pushing the parliament to approve joining SCO. That is why probably Mr T who is inner circle of the president rushed to buy into the AKM prior the last SCO meeting. However there is a major political fight ongoing still in Mongolia where western powers don't want to see Mongolia in the SCO. It all depends who wins in the political fight. If you hear Mongolia joining SCO, then the northern corridor will be provided as a gift otherwise all the gas, oil pipelines and railways will be circling mongolia but not through it. that is all in my opinion.
