There is no consistency. Remember even after SE2, their revised TP was 48cps. After SE3, they took the knife to everything and removed all exploration upside, including all Jurassic plays (W7, OH, etc) even though they bear as much resemblance as Marky Mark and my grandmother. So having removed all exploration upside and writing off SE to zero, they have established a newfound consistency in not adding back any proper value to what they fully wiped out previously. Case in point being the 0.2cps (7mn in total) upside for the export policy change.
