I can't imagine any of the big 4 banks or SME willing to provide debt funding to a SME cap energy company. Going offshore is an option but then the company will likely have to spend decent money buying forex hedging contract to ensure they don't get smashed if the denominated currency of the debt goes through the roof.
Alternative is finding a cornerstone investor who is willing to tip a lot of money in, but I am dead set against issuing any equity at current price levels because issuing such undervalued equity would make the cost of capital extraordinarily high.
