If it is sites not hospital groups than it is only 18 per site in areas where tens or low hundreds entering ICU every day with set up of a site not easy or quick NIH trial administrator has to be appointed or put in place, site pharmacy has to be stocked and educated in product management.
Seems to me with only 18 required per site from 17 sites might be trial is filling quicker than they can set up new sites?
