EU keeps dribbling the ball further down the road - then one fine day China clamps down hard on any export and the EU will realise that their constant talks/debates/fact-finding-missions delayed a viable project into oblivion - maybe that will be too late for them...
EU can spend billions on something useless but drag their feet on a 100m dollar project for a "critical" mineral?
