A price-sensitive announcement simply means that the contained information may affect the share price.
The fact that the EIB has informed Vulcan that the company has passed the preliminary assessment for debt financing and has advanced to the stage of considering a financing proposal of up to EUR 500 million is clearly some form of progress and, therefore, likely price sensitive.
