This makes a fair bit of sense when you think about it. We have a capability gap of 10-15 years, so if we buy the older Block 5 Virginia's (starting hit the water in the last 5 years), then they'll have 15 good years in them when we get them in the 2030s. They're also operationally proven, and perfect to train our nuclear sub force on while we develop the new AUKUS model.
And we build maintenance facilities for the Virginia's enabling the US to base here more often, helping to train our maintenance and sub crews.
