Depends which fertiliser, if urea (nitrogen) then Russia, since feedstock is CH4 and they have a LOT of gas. China's not in the list.

There are 2 other critical element fertilisers after Nitrogen, which are Phosphorous(P) and Potassium(K).
Prices are set by economics of supply-costs+margin and demand.
