    In that chart it does have dates against the stat, Japans is recent at 2019 and Qatar's is at 2017; perhaps indeed Qatar now in 2021 has overtaken Japan.

    I found this statement in QAFCO (Qatar Fertiliser Company) stating that they produce 5.6 million MT of urea!

    This site shows Russia in 2017 was already producing 8million tonnes which corroborates the stats in the nationmaster table with 2019 figures for Russia.

    I did find this article from Dec last year that China is struggling with the price of gas as a feedstock to their urea fertiliser factories and that many may need to shut-down. The max quantities for each of the quoted factories in the article do lend weight to how massive the production in China is in current time.
