I kind of agree with your statement however i look at it overall in terms of the future potential .
While it is true 100K ARR is not brilliant ( solid but not brilliant ) we need to remember that with a name like NASA on the books it " should " open other doors further down the track . The NASA involvement tells potential customers that EVS must be a very trusted and innovative company as NASA would be pretty extreme in their due diligence of both company and product . Yes the deal is part of a consortium but even so NASA would have had final say on who they wanted involved ( not documented maybe but be very sure they would have had a big input over who they trusted to be involved ) . For EVS to be chosen over ( for instance ) USA owned enviro specialist companies is a massive plus for EVS and can only be seen by potential clients as a real positive .
Consider also that with aviation opening back up and airports becoming busier this should see a large increase in demands and use of the EVS monitoring product.
With all the irons in the fire currently for EVS it is only going to take one of these projects / trials to be successful and it will be a company maker ...... and if they are successful with more than one then that will see this company make its own sonic boom !!
    .
All above is my opinion only
