i wouldnt worry about it too much, i think youre over analyzing it
think of lots of tech startups in their infancy, most get partners on board with equity into the project - a lot of companies did like facebook and twitter, i think there was even a story about a guy who painted facebook's offices in the early days getting a bunch of shares given to him by mark zuckerburg.
think of it like an incentive to perform, they now have a stake in this vehicle and you can read about who these guys are, they clearly have a lot of high level connections in business and most likely politics (ex telecom ceo is on the chamber of commerce, or equivalent). 75% is the the lion's share. i don't think the management of dcc would so willfully give up equity if they didn't think the partners were worth it.
