It’s poorly worded that’s all and if you’re slightly doubling something already you are raising it to in excess of 200% and seriously if that your biggest problem with the report then we’re cruising, talk about desperate to find a negative.
Take it up with the competent person who signed off on it who would have reviewed the wording of the report before it was released his name is listed near the end of the report.
