I see it more as capping. If a holder was looking to exit, they would'nt put a wall at 18c and sell at lower prices until they stop at 15c. They would instead allow the rally to build so they could get a better price.

This looks like a broker that's been tasked with keeping the price between 15c and 17c. Watch the aftermarket at 16:10 to see how determined they are to snuff out rallies.

From past experience, once this activity stops for whatever reason, the price can double very quickly as the coiled spring is released.
