You said "I have seen China just walk in takeover …. No say / no rules ……" but you haven't given an example, just some vague reference to 'National Security law'.
If you are talking about resuming land etc. for redevelopment, virtually every country in the world has laws for resumption - it's not a 'by mutual agreement' process.
I would like to know where you believe China has forcibly taken over something in another country.
