Even if that were the case the study still needs to be done. Ofcourse there would be would be similarities to other design studies. They aren’t trying to create something new Einstein. If they’re planning on trying to get government funding for this. T’s need to be crossed and I’s need to be dotted no matter if it’s a cut and paste copy of a similar or same design.

IMO they are making essential progress. Having concrete plans drawn out with a clear path and objective looks great to possible sophisticated investors and government officials.
