For those unaware it means that either a current NT claim, or one that may be lodged in the future could be determined in favour of the claimants, and become law. You must operate and negotiate as if a claim has been determined in favour of the claimants until it either goes this way or is extinguished in court. Then its back to the start, change a few people on the claim, away we go. The other problem is the regime allows overlapping claims until court determination, so if you have consent from claimants, then another group can have a crack too.
