I wonder what the status of each PL is. This is from that brochure I mentioned:

Where can I go prospecting?
You can prospect on :
• Unallocated Crown land (also called vacant Crown land) that is not covered by a granted mining tenement. No permission is required
• Pastoral lease land that is not covered by a granted mining tenement, provided prior notice is given to the pastoralist
• Crown land the subject of a lease for grazing and timber that is not covered by a granted mining tenement, provided prior notice is given to the lessee.
• Other Crown land the subject of other leases. Permission is required
• A mining tenement, provided you have permission from the tenement holder
• A granted exploration licence, provided you have a Section 20A Permit. This allows the permit holder access to a nominated area of Crown land on a granted exploration licence, described by graticular blocks, for a period of three months and using only handheld tools
