There's nothing odd about the PLs vs EL etc.. the only difference is something to do with size I believe, which is why the EL is much larger than the others (shown in my pic above). The only other legalities that might come in to play are lease durations and such. No biggy at all. I don't think they'd have a problem at all turning these over into mining leases either..
