Maybe they dont have the cash, maybe they aren't interested, maybe waiting for dfs, maybe they are stamping authority that mns needs them and should give them a better deal or maybe they will be cut out completely in favour of western offtakes and finance and kick themselves later when mns is a successful graphite miner.
