What you are referring to sounds an awful lot like a capital reduction rather than a consolidation. It would be illegal for them to just say we are doing a consolidation and then say actually no we are taking 9 shares and you keep one at the same price. The price will always multiple at the same factor as the consolidation divides the number of shares. The share price itself might tank after but that has nothing to do with the consolidation itself.
