Yep - it certainly seems the most likely/logical outcome for all concerned, but sometimes the most obvious and logistically easy things don't happen for some reason or the other.
The last part of the puzzle is the increasing disconnect between AMI's share price and metals prices, if the market is going to continue to misprice PEX and AMI, then an opportunistic all-scrip bid is an easy way to extend asset life for AMI, before the market wakes from its slumber.
