if you look throughout the day, you'll see 1 million + bids routinely placed one line above the lowest sell line, same on the buy side.
They sit there till the end of trading and are then removed.
you'll also see that majority of the sell side is waayyy outside the buy/sell range.
And like one poster pointed out quite accurately, if you're not looking at the full spread on a live interaction then it's a misleading perception.
So if you're into believing what you see, then maybe consider looking at the full picture.
