The other possibility is he wants to shore up support for any bid that maybe incoming - ie convince the large existing shareholders that SPR is worth multiple times the current SP. Any successful bid needs these 2 shareholders to sell into any bid so convincing them not to sell at a low price like $1 is important to achieve max value in any bid.
Again speculation on my part.
