Paul from my understanding it all depends on the mineral in which the the REE such as NdPr is hosted.
I should have been a bit clearer- a TREO monzanite concentrate is around $15kg and commonly reports bit over 10% of the TREO
Im not up on PM8’s but looks like the main mineral host is pyrochlore? If it is it commonly reports about 4% which would explain the price difference.
