Nothing is guaranteed, IMO Cobalt may have a run before Vanadium does. I'd say have a look at the PLS/AJM/GXY threads before the lithium boom and you'll see similar scepticism.

Plenty of lithium stocks didn't end up making big runs because the market got flooded with lithium miners, while the early entrants made massive gains. Also important to realise when to sell, they're not going to go up forever. If you believe in lithium you can still sell and buy back later when the dust has settled.

Important factor is that this has a fairly low EV and the most money is made when you get in before the boom, though that's when the most patience is required.
