The guts of it is "The addition of the JAST technology to the SNAP processor enables BrainChip to offer a compact, and easy to use commercial alternative to GPU processors for visual analytics. The license provides the Company significant improvements over existing deep learning designs. These benefits will allow BrainChip customers to reduce development cycles and significantly improve their time-to-market with new products."

So its GPU hardware although they will probably (if not already) implement it on their existing commercial video suite of software and hardware.

If it (the SNAP GPU processor) works as good as said, then it now has to be marketed and get a growing customer base which will mean competing with the likes of Intel and Nvidia. They could also become customers.
