Id say this deal has an element of being mutually beneficial to the Cree Nation and the region. Second chance at long term Jobs. Stability for the region. Etc. Vs the alternative of an abandoned mine sitting in C&M indefinitely or worse dismantled and sold for parts.
Having said that, Seems like a very good deal for WR1
