Does it speak to political deadlock within Tanzania regarding rear earths and China's ability to flex their political muscle internally?
I say this because I don't think the west would be uninterested in the project.
I think Tanzania is becoming more friendly not less however. Just look at the 70 mill settlement to Indiana resources. Tanzania going red to yellow on sovereign risk and basically everywhere is yellow these days.
