Found this under Appendix A of the supplementary report:

"The objects of the DOCA are (without limitation):

5.1 to maximise the chances of each DOCA Company continuing in existence;
5.2 to provide a greater return to each DOCA Company's creditors than would
be available in a liquidation and in a timely manner;
5.3 to facilitate a recapitalisation of each DOCA Company through the Capital
Raising; and
5.4 to cause each DOCA Company to be released from all claims (other than
Excluded Claims, which will be preserved and deferred for at least 12
months)."

Not sure if it's well intended or, as has been mentioned previously, just administrator buying time to generate more fees...
