I can only tell you what Coleman has said.....He said that funding is a problem whilst PE is ongoing.....maybe ask him. I find it hard to believe WPL board would sign off on over a billion $$ spend without title certainty......but I am only guessing. The announcement is from FAR not the JV. I have no doubt this position is for the 50% FAR need on their own.
I didn't mention a T/O I think it has zero chance. The announcement is pretty clear. FAR are in the position of being fully funded. CN has said before today when Coleman was beating his chest that FAR were organised. If you didn't think they were, with FID a couple of months away I'd be selling......because if they don't have a plan we are all screwed.
