@FSM8 I took on board what you said about the gas component so I went back looking.
The gas was talked about being part of phase 1 back in September 2018 as part of CNE's exploitation plan.
So from that I think its impossible to say that the government wanting a gas component led to the FPSO purchase.
CNE were expecting government approval by end of 2018 with capex sub 3 billion.
