If you look over many years, the previous guy GK had a pattern of selling more sizzle than was in the sausage.
That didn't do anyone any good, and JG provided a contrast.
A not so cynical person might say that the number of trials by serious institutions at their instigation and cost indicates that they might expect more than the market.
