It is the reason why shorting has value. To, in theory, reduce the likelihood of ramping the SP upwards, with fundamentals not matching the increased SP. The goal being to protect investors from the pump and dump.
However, as with many things, the theory proves to be not so effective in real life. I have no doubt it does do the above to an extent, but the 'users' of shorting, as we know, can manipulate extremely effectively with software assistance and large volume.
