If a House (Underwriter) perceived value in the excercise of said Options, they'd step in at the Eleventh hour and make the Offer of an Underwriting to the Company. There's no end of examples out there. Recent One's at that.
In this case., Had there been any real Value in the Stock? On Offer was an uptake of 122 Million Shares at 0.02 ($2.4Mill). Good luck trying to pick that quantity up on Market without moving the Needle somewhat!
Sadly no value assessed by any House!
