It would appear that they are trying to do some rehabilitation work in the area, with current landfill activities down to solid inert waste and low level contaminated soil ( catagory C) , they are building fire walls and using exposed coal seam faes to act as fire walls / landfill lock in cells.

The leachate has been effecting groundwater , getting into the water table and drains. They are trying to divert and pump this leachate into holding dams; water and gas management plans have been adopted to try ad deal with this issue...

Open cuts requires backfill, I doubt if the locals want any more land fill considering the leachate issues that have occurred..contaiminated water isn't recommended for anything.

I'd imagine its one of those hurdles that you speak of SP3
