If he says nothing people say why doesn't he tell us what's happening . Therefore nothing must be happening.

Fwwiw Dixon is a stickler for the rules and formalities and has a high moral ethic . He's simply putting forward the situation as he believes it to be. It doesn't mean it hasn't worked out or won't .Or that unforeseen issues haven't arisen.
