Short answer: existing equipment isn't up for good recovery from the hard base rock in the area. Plant needs to be upgraded, at cost, and needs a steady stream of material and to be able to monetise something. Mullock piles may be ok for commissioning and early operations but they want the rest of the rock coming in immediately after.
