Developing drugs is a very long and very expensive process from discovery through various trials until getting FDA approval. I could take several years and billions of dollars and at any time - including after approval - there is the chance not to succeed due to various reasons, like some adverse effect, further trial requirements, competitive and better drug hits the market, etc. Would you invest a large amount of money unless you would expect a sizeable return in a high risk - often binary outcome - product?
