I share some of your cynicism. But I doubt they have been sitting on the approval, because it's not actually an approval - it's a letter saying they will get approval. Which is kind of an odd thing to get, unless the company asked for it.
It looks like the market had already priced in the "we've approved giving you approval" situation, because the share price hasn't moved in pre-open today.
RIP lovely TGM options, for which I had high hopes. (They ceased trading at market close yesterday, and as you say, a bit dicey to exercise them for pips)
