No I don't believe so

That 30 day time frame I think is in relation to a favourable opinion on the ML being provided by the appropriate DRC department and then officially/formally presented to the minister for final ML approval

Once that happens the minister has 30 days to award the licence otherwise it can alternatively be awarded by the court

The close out of the TIA does not trigger any of these events

I'll try and get some substantiation info that covers this and post it.....but that is my understanding
