    But doesn't he hope to scoop up some cheap NOROC first? That way his average is closer to 0.003 for a stock trading at 0.017 with a 52-week high of 0.037.

    I would expect an interjection from a very knowledgeable bag holder, opps, perma-bull, at about.... now
