As @volf has pointed out, there will be a flood of redemption requests in every window. The "ability to exit at near NTA" simply doesn't exist in the short or medium or medium-long term. We will be stuck there for yeeeeeeeeears.
Your comment about CGT is badly misguided. The harvested distributions do not give rise to any immediate taxation consequences - there's no CGT on them, and no income tax either. They only reduce your units' cost base. Exiting however DOES give rise to a CGT event. So this grand plan they're pitching is in fact far worse than the status quo.
This is a horrible, horrible deal. Again, @volf has nailed it - it's just a massive fee grab. Nothing more.
