I'm 99% sure that any dates quoted on here are hopeful guessing.
I deal with government and council regularly and both entities are a slow moving beast.
Our best indication to date is Greendlands expectation to commence construction in 2017. Their use of the word construction suggests that the exploitation license should be approved this year to allow time for all the lead up activities that would allow construction to commence next year i.e. confirming funding, design, procurement etc.
