There will also be a time of stasis whilst contracts are signed for design and construct along with the financing. The design stage will have to go through 3 stages minimum before it gets to IFC. One would assume it's a bit of wishful thinking that design has begun before financing.

The sequencing and program for the design and construct should have been done in theory (as a pretty detailed outline), but there will be a lot of gaps to fill in once they are up and funded. Staging will be key especially with limitations around weather and access / remoteness. Shipping and/or hauling would be interesting on the project side. Not sure what the road access is like up there? It sure is remote. Logistics will be interesting.
