why wouldn't you try to understand the ground your dealing with when trying to separate gold from it. example, you might need to add certain chemicals to condition the ore as it reaches the CIL/CIP circuit, some time lead nitrate is used, etc. certain dirt sucks up the oxygen in the tanks too. some set ups use hydrogen peroxide to counteract this. This is just one of many examples all drawing a picture for a lender eventually for a fixed plant, but in other words between the lines they seem very confident that there will be a plant, the question is what type, the mets will be the ones to decide this.

so when you say "meaningful scoping study" understanding the dirt means what problems will arise at the fixed plant.
