I think investors are randomly buying anything related into Uranium as the entire sector is going up. Now add the reddit/WSB crowd that will buy the "stock with the potential for the most upside" so they go tend to buy explorers and penny stocks.
So those 2-10c stocks increase in market cap as producers or outpace them.
That's fine if you are a trader, some people will be left bagholding though. I think the difference is in the 12-24month period, producers and quality companies will have less issues and get started whereas bad management/companies/explorers will stagnate and then perform cap raises to continue running.
So it depends, what is your risk apetite and do you plan to stay for the uranium bull run? I like LOT and PDN for this reason (PDN more so as they've had a proven decade track record) and sold this smaller mine to LOT. Nothing wrong with those other companies, they may even outperform my picks, who knows what might happen.
