You claim that the dilution is extraordinary though it really isn't, It didn't have too much affect on the SP, Now I don't know too much about Cerium Pty Ltd apart from they have a lot of photos of Cryolite and Invittuut on their website https://cerium.net.au/index.html I do know that Cerium is a major share holder, and holds about 281,000,000 making them have ~14.5% of EPM.
Though let's also add that EPM YTD is up 285.71% whilst that dilution occurred. I fail to see your concern, I believe GGG is down 58.49% YTD which would make me salty if i held that company. So I understand where some are coming from.
Add to that all EPM needs is to turn 'Potential REEs' into a JORC compliant report and EPMs market capitliasation could increase quite a bit which may help ease your Dilution concern as well as reduce the impact felt by some shareholders
